Its 1 server. Both IP addresses connect to pm.no-craft.com. Not enough people on the Bending one. You should be able to get pixelmon just like the rest of us. Heres a guide:
1 | Load a 1.6.4 profile

2 | Close Minecraft

3 | Download Pixelmon 2.5.2 AND Minecraft Forge 1.6.4

4 | Run minecraftforge-installer-1.6.4.jar

5 | Install for "Client"

6 | Drag Pixelmon 2.5.2.zip into AppData\Roaming\.minecraft\mods

7 | Load your Forge profile and Play
